The following articles represent the Hendrix Plan for Detroit.

Ethics and Integrity in City Government
Upholding the highest standards of ethics and integrity in government is first and foremost with Freman Hendrix, who played a central role in the operations of the Archer Administration, which was scandal-free throughout its eight years in office. Therefore, strengthening the City of Detroit’s ethics and integrity ordinance is a top Hendrix priority.

Fighting Crime
After re-establishing ethics and integrity standards, fighting crime must become the City of Detroit’s number one priority. Every Detroit neighborhood deserves police protection and regular police patrols, but some don’t get the attention they deserve. The Detroit police force has shrunk from 3,000 officers on the payroll a decade ago to only 1,900 today. While the city’s population is smaller, our borders haven’t changed. We must do everything possible to put more officers on the street and use them more effectively.

Economic Development
Having served as Deputy Mayor and performed a host of leadership roles during an administration that launched Detroit’s economic resurgence during the 1990s, Freman Hendrix knows the importance of creating an environment that encourages new investment and job creation.

Economic Development - Tax Abatement Policy
Giving developers tax breaks for bringing new businesses – and buildings – to a city is an accepted policy that has produced major developments across America for more than three decades. However, Freman Hendrix believes the traditional model of using tax abatement and other financial incentives to attract developers may not be the best fit for urban development in the 21st century.

The City Budget and Workforce
Freman Hendrix’s determination to bring integrity, transparency and accountability to Detroit city government will pay off most with his commitment to proper management of the City’s budget and workforce.

City Services
Nearly every Detroiter has a horror story about city services: streetlights that won’t work; the burst water main that flooded the street; the late response from police, fire or EMS to a 911 call. Our citizens demand and deserve reliable services on a 24/7 basis from city government.

Redeveloping Detroit’s Neighborhoods
Detroit’s neighborhoods, the city’s heart and soul, have been neglected and underdeveloped for too long. City government must immediately find ways to put more resources into the redevelopment and strengthening of Detroit’s housing, commercial districts, public spaces and infrastructure that are so vital to our quality of life.

Working Through the Housing and Lending Downturn
Hendrix plans to work closely with Detroit’s neighborhood-based Non-Profit Community Development Corporations (CDCs) as they fight to redevelop and sell homes in the midst of a housing downturn that has been worsened by the Wall Street crisis that produced tighter credit.

Public Education K-12
Freman Hendrix believes that making Detroit Public Schools (DPS) as safe, productive and responsive to the educational needs of Detroit children is one of the top challenges facing the city. Strong public schools are essential to strong neighborhoods and the attraction of new families to the city.
